Once during your turn (before your attack), you may flip a coin. If heads, attach a {R} Energy card from your discard pile to 1 of your {R} Pokémon. This power can’t be used if Typhlosion is Asleep, Confused, or Paralyzed.

Flip a coin. If heads, this attack does 60 damage plus 20 more damage and does 20 damage to Typhlosion. If tails, this attack does 60 damage.

If its rage peaks, it becomes so hot that anything that touches it will instantly go up in flames.

The coin flip here offends me.
Without the coin flip, this would have been the fire type equivalent of base set Venusaur and Blastoise (complete with an effect that was in-type), and it would even have been less overpowered than Blastoise or Venusaur. It would have fit in with them elegantly. It has the same HP count ,it is an energy augmenter, it is a starter, and it has a color intensive move that swings for 60 (even if you flip heads, you’re still doing 20 to yourself and your foe)
Instead, we have something that seems to be confused between its role as an attacker and a supporter ,neither being great at attacking (four energy is too slow, especially with its bility as-is) or great at supporting (with a coin flip, you’re going to have to air on the side of caution for much of the tie you use this card, and it’s only half an energy per turn on average).
I guess they were just afraid that this would be used in conjunction with Base Set Charizard for some powerful casual play, but rain dance, haymaker, and energy trans would still all be faster. If they were worried about people fielding multiples, they could have just used the “one of this power per turn” rule.

Despite its flaws, I believe this was still one of the best Pokémon Powers in Gen 2
