Technically its a 2HKO. As far as I’m aware, the only way to place Shock-wave markers was via the first attack.

And then everyone realized you could 2HKO with so many other Pokemon using damage counters and not counters that were worthless without another Tyranitar.

If Shock-wave knocked out ALL your opponent’s Pokemon that had a Shock-waver marker on it, then maybe it would have been ok. Unplayable otherwise.

The funny thing is that released Tropius d in the same set as a counter. Like they expected either him or Gardy ex d to get big.

Yes. Yusuke Shimada was (probably) a staff member of Creatures, with credits on the Creatures-developed Pokémon Ranger games, as well as the Pokédex 3D and 3D Pro. (He’s also credited on Battle Revolution.)
Shimada’s credit for this card, the star of the Tyranitar ẟ 𝒆𝒙 half-deck released in Japan, is opposite Masahiko Ishii’s credit for the Gardevoir ẟ 𝒆𝒙, the star of the other half-deck released alongside the set Dragon Frontiers is based on. Based on their name appearing in similar contexts, Ishii was also (probably) a staff member of Creatures.
This appears to follow the precedent the prior set’s half decks set, with CG Groudon 𝒆𝒙 and CG Kyogre 𝒆𝒙 originally sourced from decks that released alongside Miracle Crystal (i.e. the set which became EX Crystal Guardians), and the artwork both of those cards were also created by individuals who either had or would go on to be credited in games developed by Creatures.

Q. What ways can a Pokémon get rid of an attached “Imprison” marker or “Shock-wave” marker?
A. Evolving, devolving, leveling up (i.e. LV.X), leaving play, and Tropius’ “Tropical Heal” Poké-POWER are currently the only ways to get rid of an Imprison or Shock-wave Marker. Retreating or benching does NOT get rid of the marker. (May 31, 2007 PUI Rules Team)
