It was a consistency thing. None of the Baby Pokémon of Gen 3 were able to evolve into any of the respective Pokémon 𝒆𝒙, starting as soon as SS Elekid being unable to evolve into Electabuzz 𝒆𝒙. (n.b. PCL designs the cards, and TPCI wouldn’t exist for about another 4 or so years.)
