wouldn’t be that out of place. But they look a bit more like wooden floor tiles than roof shingles to me.

For a very long time I thought it was another bridge like the one Espeon δ is on, but if you look at the artwork of that card, the material they use for bridges in Holon is completely different. But as with artwork on Holon Mentor, Holon Research Tower, Holon Ruins, et al. we can see the architecture of the town uses red bricks for the roofs¹. Other Pokémon in this set that are chilling on roofs include Persian δ and Rain Castform, but obviously the headline news here is that this Umbreon δ is indeed a part of the collection of Umbreon cards which feature them hanging out on roofs.
¹ In particular, another Ryo Ueda with roofs in it, Mewtwo δ, shows quite clearly that the roofs are made of these same rectangular tiles. I don’t know how I didn’t realize this before.
