If my active already has a tool attached to it, can Unown still attach itself to it?

It attaches itself as a Tool so I’m assuming the Pokémon to which it attaches itself must have an open “Tool slot”. So unless the Pokémon in question can equip multiple Tools, the answer is “no”.

If my opponent has an Unown Q attached to one of their Pokemon already, and I hit them with Mesprit LA‘s Psychic Bind or Gardevoir SW‘s Psychic Lock, does the retreat cost reduction apply on their next turn?

No, because the card is now treated as a Pokemon Tool Card and not a Pokemon with a Power.
