I remember hating this card SO much when I was little! It’s just so bad, even for the time. You couldn’t even say it’s good in a multicolour Eevee deck because its Water Gun needs so many Waters. Most evolving Stage 1s could do 40 or 50 for 3… this guy can’t even manage that and he’s fully evolved.
Ok, rant over… 2 sets later we got Dark Vaporeon who was ok and has great art.

I think everyone did. I remember pulling about 8 jungle holos… like 5 of them were literally this crappy vaporeon. All i wanted was just one Scyther or wigglytuff..

I know! Rodent Vaporeon with a frill instead of a spine ridge has a sort of mystical, bestiary artists-interpretation vibe to it. Kagemaru really took the “weird cat-fish-thing” prompt and cranked it up to 11! Another example of how endearing generation 1 off-model Pokémon art can be (Another example being fat Pikachu, which is technically the retconned model, not off-model, but he looked so happy when he was rotund).
