EX Sandstorm was the first set to feature all five (at the time) Eeveelutions! Neo Destiny *almost* had all of them, but there was no Umbreon.

I understand why Umbreon didn’t appear in Neo Destiny. It wouldn’t make sense to make it a light Pokémon, and the dark Pokémon they had featured the secondary typing (i.e., Dark Houndoom was fire type and Dark Tyranitar was fighting [rock] type).
