Once during your turn (before your attack), you may use this power. Your Active Pokémon and the Defending Pokémon are no longer Asleep, Confused, Paralyzed, or Poisoned. This power can’t be used if Venusaur is Asleep, Confused, or Paralyzed.

Remove a number of damage counters from Venusaur equal to half the damage done to the Defending Pokémon (after applying Weakness and Resistance) (rounded up to the nearest 10). If Venusaur has fewer damage counters than that, remove all of them.

The Solar Power on Sunflora is indeed Solar Power [サンパワー ], and this is… well it is actually also Solar Power, but it’s different [ソーラーパワー ], which explains the different effects at least somewhat.
Hibachi
This card originated as a card in the TCG Game Boy game, and only later became a physical promo. It’s supposed to be available through Card Pop, but at least in the Japanese version, there was a glitch and it was not actually attainable whatsoever. Not sure if this carried through to the English version or not. (Either way it was rectified in the JP-only sequel, becoming available through regular gameplay.)
