Yes, is calculated after the base damage, which is never directly modified.

Celebi or another accerator. Not that it would be practical to have them in a deck together, but with a T1 Leaf Wallop, you’ll be hitting for 80 T2.

Two card draws, 120 damage, and all of that within the space of the first three turns, for only GC. With an eviolite attachment, you have become totally immune to the attacks of most evolving basics out there. I’d hate to be facing that down in limited. The fact that this is not very useful in the current meta should tell you something.
