First “Entangling” attack. Different variants of this move with different effects pop up through the years.

As with a lot of things like this, the localization team was never consistent, so attempts to identify “move families” can be fraught with errors if you try to do it starting with their English names. I left a comment on MT Bronzong showing how the card game failed to group together all Confuse Ray-related moves under a common umbrella.
Originally
まきつくいとit’s a variation onまきつく, an attack better known as Wrap. The first variant of Wrap showed up on Lickitung as Tongue Wrap/まきつくべロ, and the first non-variant appeared on Fossil Ekans. There’s no particular reason they decided to divorce this Weedle’s attack from an association with Wrap. For example, there’s no association between this move and attacks like Tangela’s Entangling Thread (originally
まきつくいとandつるでからむ). It looks like many of the other “Entangling” attacks aren’t related either.
