I was in the middle of doing some digging into pokemon-card.com/rules/ Q&A section for a comment I made on ROS Altaria, and finally got the answer I was looking for there. Still, I translated these in the meanwhile, and there’s some novel interactions here so I figured I might as well post as far as I got. Anything in square brackets is added in by me.
𝑸. I have FLI Mesprit [Silent Waves eliminates all opponent’s {F} resistances] and this Zebstrika in play. If I use Crashing Bolt against a Pokémon with a {F} resistance, does the attack do the additional 110 damage?

𝑸. My opponent’s Active Pokémon is STS Yanma [W: {L}, R: {F}] and he has UPR Cherrim on the Bench [Weather Guard eliminates Yanma’s Weakness]. Can Zebstrika’s Crashing Bolt do 220 damage?
𝑨. No. Weather Guard has eliminated Yanma’s Weakness. Crashing Bolt will do 110 damage [50+60 for {F} resist].
𝑸. My opponent just attacked with Altaria-EX‘s [W: {L}, R: {F}] Shining Wind. How much will Zebstrika’s Crashing Bolt do?

As far as I can tell, Tyrantrum-EX
is the only other Pokémon with an Ability like this? But dino-EX’s ability only applies to itself; it can’t work from the bench like Zebstrika can.

I do think the comparison to Channeler is misunderstanding what Zap Zone does. Zap Zone’s effect is not as broad as that card. For example;
[1] If I used an attack against you that said “during your opponent’s next turn, the Defending Pokémon can’t attack” against your active Zebstrika*, it wouldn’t be able to attack as Zap Zone doesn’t really address that situation. However, if you used Channeler, then yes, that would allow your active Zebstrika* to attack.
[2] if I used an attack that said “during your opponent’s next turn, this Pokémon takes 30 less damage from attacks”, your active Zebstrika* would disregard that effect when doing damage calculation. You could use Channeler to achieve the same effect (though it would be redundant in this particular situation).
* ‘Your active Zebstrika’ and/or your active {L} Pokémon while a Zebstrika is on the bench (and in either case, nothing shutting down Zap Zone).

OK, big brain question time…
What if you’re attacking with Raikou V and have Zebstrika + Regieleki VMAX on your bench, and go up against XY92 Sableye? I assume that Zebstrika cancels Sableye’s ancient trait and lets Regieleki’s ability still power Raikou’s attack?

Sableye and Zebstrika cancel each other out, but I’m assuming that Ability trumps ancient trait. And maybe that’s not a fair assumption!

I recall some comment on another card to the effect of, “the order cards are put into play” matters. Is that the case? Or does that only apply when it’s ability

I’m not 100% certain, but I think the Ancient Trait and the Ability wouldn’t actually interact in the first place. Regieleki VMAX’s Transistor damage boost is an effect on Raikou V, not Sableye, so Sableye wouldn’t block it anyway.
Or maybe that’s just me not wanting to further navigate if an Ancient Trait is an effect or not :v
