This guy is trying REALLY, REALLY, REALLY hard to be a stage 1 pokemon that can actually be used. Dragon Claw is disturbingly powerful for a mid evolution’s attack without a drawback. Crunch can disrupt the opponent’s energy and deal non trivial damage that could set up a KO for Dragon Claw.
The other zweilous from the set, however, actually sets up for Hydreigon. Oddly enough, many people use the NVI printing of Zweilous for their Hydreigon decks, purely for the purpose of avoiding the dragon weakness.

Actually, this Zwelious is actually really useful in the Darkrai/Hydreigon mirror because it can OHKO an opponent’s Hydreigon (That matchup is all about taking your opponent’s Hydreigons off the field).
However, if you end up in a low-energy late game scenario Draw In is really useful if you want to go boom next turn and your Zwelious isn’t at risk.

Well, now that Latias has been printed, I’m finally going to bite the bullet and say that I was wrong.
Dragon claw here is absolutely vital to KO that jerk before your deck is demolished
