BUS Zygarde played with the idea of Zygarde having {Y} as the second idiosyncratic type that comprised its attack costs, but the rest of the SM block decided to ignore this convention for Zygarde and made any non-Colorless cost to its attacks solely mono-{F}. I think SM era didn’t really know what it wanted to do with Dragon attack costs, and it seems to me like it was sometimes avoiding the convention if it thought it could get away with it (see Alolan Exeggutor).
But, uh, back to Zygarde, this {G}{F}{C} cost for Judgment Surge would be the first instance of Zygarde having a {G} in its attack costs, which puts it in the same bucket as Flygon, who adopted {G}{F} for its attack costs starting with the BW era (replacing its Gen 3 convention of {G}{L}).
