I believe the art you’re referring to is fan art of of Se-jun Park’s worlds-winning Pachirisu. In case you don’t know the story, Park brought Pachirisu to VGC and won the finals by using follow me to redirect a Draco Meteor, allowing him to win the game. Fans became obsessed with the imagery of this non-meta little rodent nonchalantly taking a Draco Meteor and eating a Sitrus Berry immediately afterwards, hence the fan art :) hope this helps

We have multiple Aerodactyl cards legal in Expanded format, which is an officially supported format (albeit neglected), so my gut interpretation is that this card can be used to evolve into any of them. While it’s a bit of a stretch, I think the most comparable card would be Prism Star Ditto, whose ability allows playing any Stage 1 pokemon onto it to evolve it — I believe this card would circumvent the “evolves from” text the same way Ditto Prism Star does. Presumably, the Aerodactyl would keep its listed stage designation when in play (i.e. Stage 1 or Restored).
Unlimited is not an officially supported format, but if this is correct, this would logically apply to any Aerodactyl and gen 3 Aerodactyl ex there as well (given that, surprisingly, gen 3 ex cards are considered the same class of card as gen 9 ex cards).
I’m surprised by the apparent lack of an official ruling on this already, since it seems like a fairly important thing to clarify.

Full disclosure, I’m aware that the only card named “Aerodactyl” currently legal in Modified is the one in this very set, but for argument’s sake and because I’m curious: because the card says “Evolves into Aerodactyl” on it, could it evolve into any card named Aerodactyl (or Aerodactyl ex) in theory, regardless of the stage or “evolves from” text of that particular card?
The only other cards I’m aware of with “evolves into” text are Baby Pokémon–which evolved into Basics with no “evolves from” text–and Buried Fossil, which came with the caveat that it had to evolve into a Pokémon that evolved from Mysterious Fossil. This is similar to both of those examples, but not exact. It’s also been 20 years since either of those examples were tournament-legal.
I’m just trying to figure out if this is an attempt at future-proofing (which I would be really happy to see) or if it’s PCL being quirky again.
It’s a misspelling on the card! We choose to tag with the correct illustrator so it’s grouped correctly (the site doesn’t have capability for a “printed illustrator” vs “actual illustrator”).
(In 2016 they got the illustrator right on the Generations print that uses the same artwork.)

I feel like this card’s placement at #15 rather than #9 has something to do with Match Battle’s ruleset (one of the things you do in the game is compare cards’ collection numbers), but man, it sticks out like a sore thumb.

It’s an interesting question! It should be discarded (and then go to the Lost Zone b/c of the Prism Star rule) since the protection from Items/Supporters part of the card only works when the card is in play… but I can see how one might argue this differently.
